Every NCS colour has defined set of characteristics, including its blackness, chromaticness (together forming the nuance), whiteness, hue and lightness.
Based on these properties for any given colour, you can find other colours that harmonise according to NCS based on their similarities with respect to these properties.
Examples

- S 3050-G40Y and S 1050-Y60R can be said to harmonise based on their shared level of chromaticness.
